Don't know about dogs, but I know sedatives have unpredictable results on cats. When I moved cross-country and wanted something to keep one of my cats calm since he always freaked in the car, we got sedatives from the vet. She warned us that they don't always act the way you'd think and to try them at home first. I did, and they put him to sleep as planned, so I thought we were golden. But on the trip, he was drowsy for 3.5 hours, then instantly went to completely freaked out - no gradual transition, just sleepy one moment and panicked the next. It could be that the vet didn't want to risk side effects.
